When a generation of children are brought up in the city, without that which is their right, and this is due to the fault of omission of those in authority, there is nothing that can atone for this breach of trust either to the parents, the children, or to society.
Our effort now is to secure the passage of this bill by the incoming Legislature over this unexpected veto.
